Kang, Hwan Seug

Vice Minister of Defense Acquisition Program Administration

Mr. Kang, Hwan Seug is the Vice Minister of the Defense Acquisition Program Administration (DAPA) of the Republic of Korea (ROK).

In this capacity, he is responsible for oversight of DAPA’s extensive portfolio of Force Improvement Programs (FIPs),
procurement of military supplies, and defense industry promotion.

Mr. Kang earned a Master’s Degree of Law at the University of Missouri in 2014.

Mr. Kang served as the Director of Combat Systems Program Team of DAPA from 2015to 2017. In this capacity, he led efforts to acquire and modernize shipboard combat systems and subsystems of the ROK Navy. He also worked as the spokesperson from2017 to 2019 where he was responsible for promoting key policies and engagement with the press. Mr. Kang then became the Director of Organization and Personnel Management Division in 2019 to manage and coordinate organizational structure and workforce of DAPA.

After being promoted to the Senior Executive Service in 2019, Mr. Kang was appointed as the Director General of Special Ship Program Department.
In this capacity, he had oversight of programs to acquire naval vessels including landing ship, mine sweeping and hunter, submarine and support ship.

In 2020, Mr. Kang became the Director General of Planning and Coordination Bureau where he was responsible
for the formulation and coordination of key policies and strategies of DAPA.

Mr. Kang took office as the Vice Minister of DAPA in September 23, 2022.

Mr. Kang resides in Seoul with his wife and a daughter.
