□ The Defense Acquisition Program Administration (hereinafter, “DAPA”) (Minister of Defense Acquisition : Eom Donghwan) signed a Memorandum Of Understanding with the S1000D Council regarding bilateral cooperation in managing and stimulating the use of S1000D, an international specification for the production of technical publications.
ㅇ S1000D is an international specification that defines how to produce technical information for use in support of operations, maintenance, and training for weapon systems, aircraft, and other complex equipment.
ㅇ In Korea, the technical publications for weapon systems are now produced on the basis of its own standard, the “Korean Defense Standard for Technical Manuals".
ㅇ The use of S1000D facilitates interchanging technical publications and data between nations. It also makes it easy to identify the data required for operations and maintenance, ensuring easy subsequent logistics support.
ㅇ The defense contractors in Korea have difficulties in reproducing their technical publications that are not already based on S1000D to export their weapon systems. Therefore, it is expected that the use of S1000D will contribute to increasing exports as well as easing the burden on domestic contractors.
□ In addition to the license agreement in July, 2022, through this MOU with the S1000D Council, DAPA will be able to participate in several activities of the S1000D Council and also play a leading role developing the international specification, beyond the simple level of producing the S1000D based technical publications.
□ DAPA has increased efforts to expand the use of the S1000D specification in business by conducting policy research including translation of related standards and providing technical support to defense contractors such as Hanwha Aerospace and LIG Nex1.
□ Kim Sangmoon, a director of LIG Nex1 Integrated Product Support R&D, heard the news of the MOU between DAPA and the S1000D Council and said, “Recently, we have difficulties in understanding and applying the wide-ranging S1000D specification even though we are facing a growing demand for the use of S1000D both in defense exports and domestic business. We reviewed how to apply the S1000D specification and tools with experienced domestic and overseas companies, but it was very difficult to adopt the specification to meet the military's requirements and our situation. We are expecting that these problems will be solved wisely through the signing of the MOU for technical cooperation between DAPA and the S1000D Council and welcoming of the news. In addition, we hope that various development approaches and investments can be accompanied to be a great help to the efficient use of the S1000D specification”.
